The Nuclear Safety Commission (NSC) is institutionalized in the Prime Minister Cabinet Office based on the Atomic Energy Basic Law and the Law for Establishment of the Atomic Energy Commission (AEC) and the Nuclear Safety Commission. While national regulations for safety in nuclear applications are primarily under control of competent regulatory agencies (the METI, the MEXT, etc.), the NSC authorizes, as an independent and autonomous body, basic philosophy of national safety regulations, and administers the nuclear regulatory agencies and the nuclear operators. The NSC is empowered with an extraordinary authority to provide the relevant regulatory agencies with the Recommendations on behalf of the Prime Minister. [1]
