The Valero Paulsboro Refinery operations date to 1917 although no significant structures or equipment remains from that era. Almost all operating process equipment was installed after World War II and originally was designed to manufacture quality lubricants. The refinery later expanded to include gasoline production to meet the nation’s energy needs. During the ‘70s and ‘80s, the refinery completed grass roots construction on four new process units. Eleven other units were modernized and improved bringing the refinery to its current feedstock throughput capacity of 185,000 barrels per day (BPD). Today the refinery produces a wide range of petroleum products including lube oil base stocks, liquefied petroleum gases (LPGs), gasolines, mid-distillate products, asphalt, petroleum coke and molten sulfur. The refinery receives a variety of feedstocks from its deepwater access on the Delaware River, including sour crudes. Much of the plant feedstock is determined by Paulsboro’s lube blendstock production needs.

  • Products moved out of the refinery via the docks, through an on-site truck rack and through various pipeline connections including a spur of the Colonial pipeline
  • Products can be sold into the New York Harbor market
  • Majority of jet fuel production supplies Philadelphia International Airport through a pipeline
  • Lube-oil base stocks shipped to the Exxon Mobil lube-blending plant via pipeline
  • Employs approximately 510 individuals [1]
